Peter Smith, 4/12 Inf (M) Baumholder FRG 1990

Now, this one's a bit speculative, but I'm pretty sure that (courtesy of Bruce Van Hoozen) this is a photo of SP/4 Peter Smith and LT Scott Phelps. We recently heard from CSM Peter Smith who served with 4/12 Inf in 1990-91, and I wonder if this is the same soldier? Let me know and I'll either confirm it or fix the caption.
